High availability adds a standby copy of your database that takes over automatically if the main one fails. It costs a fixed percentage of the plan price, from +70% depending on the database, and you see the full cost on the same single bill line before you turn it on.
One line per database: the database you chose and its size, for example Postgres 4 GB. Backups, networking, traffic and monitoring are already inside that price, there is no separate fee for any of them. If you turn on high availability, it adds a fixed percentage to that same line. The only extra line you can ever see is more storage, at a flat price per GB.
