If you already own a licence you can bring it under Microsoft's Flexible Virtualization Benefit and pay for compute only.
There is no software limit on the number of Expert Advisors. The RAM and vCPU of your plan set the limit. As a guide, 1 vCPU with 2 GB runs one MT4 terminal with a few charts, 2 vCPU with 4 GB runs one MT5 terminal or two MT4 terminals, and 4 vCPU with 8 GB runs two or three terminals or backtesting. If you outgrow your plan, resize the VPS to a larger plan without rebuilding it.
