No. Every plan includes unmetered bandwidth and DDoS protection, plus a free backup-and-snapshot storage pool worth 10% of your VM's disk (15% on CPU-optimized plans). You only pay extra for optional add-ons, extra storage or backups beyond that pool, or additional IPs.

Downgrades refund the unused time to your balance pro-rata; upgrades charge only the difference for the rest of the current period, then renew at the new rate. No migration fees. Cost-Optimized servers resize between Cost-Optimized sizes; to move to another class, create a new server.
